Essential Duties
- Provide strategic, collaborative leadership and advocacy for Library, Distance Education, Tutoring Center, and other assigned programs, including initiatives such as California Virtual Classroom Online Education Initiative (CVC-OEI), Open Educational Resources (OER), Zero Textbook Cost (ZTC), Low Textbook Cost (LTC), ensuring that program goals, needs, and operations inform departmental planning and decision-making.
- Demonstrate effectiveness in serving students from first and 1.5-generation and/or historically underrepresented groups as they pursue their academic goals.
- Assist Gavilan College in efforts to increase student success through the development and implementation of equity-minded best practices and programs.
- Provide leadership for program vitality and development and work directly with faculty to plan for curriculum and program additions, modifications, and deletion.
- Prioritize Division financial needs, including new hires, program funding, technology and instructional equipment, and communicate those priorities clearly to the departments involved.
- Set priorities for resource needs, provide program analysis and multi-year instructional plans and participate in strategic and long-range instructional planning for the district.
- Stay abreast of national trends and innovations in library, distance education, and learning resources, including local, state, and federal programs, laws, codes, regulations, and pending legislation related to assigned departments, programs, and activities, and help programs understand and respond to these requirements.
- In consultation with faculty chairs, design the schedule of classes each semester to best meet student needs, and provide for staffing of Division courses; administer and evaluate courses and faculty as required by the collective bargaining agreement.
- Prepare and evaluate budget requests and allocate funds to meet the needs of students.
- Evaluate full-time and part-time faculty and other professional support staff.
- Support faculty and staff development and professional learning and growth among all Division members.
- Work cooperatively with other administrators and supervisors to coordinate programs and services across the curriculum and at all locations to meet student needs.
- Resolve conflicts and issues within the division and between divisions in compliance with collegiality and due process.
- Analyze requests for staff to meet short-term and long-term needs and make recommendations to the Vice President of Academic Affairs; assist in development of job descriptions for new positions.
- Complete program review and provide assistance to faculty chairs and the Vice President of Academic Affairs in completing and evaluating efficacy of program review and budget requests.
- Monitor compliance with state and federal regulations.
- Provide oversight and compliance with federal and state grants and categorical programs.
- Meet regularly with programs in the division to learn about program operations, goals, and resource needs, and to support their development and implementation of short- and long-term plans.
- Explain the emerging trends within the division and advocate for program needs at key committees and at meetings.
- Encourage excellence in teaching and provide leadership and mentorship to new faculty.
- Serve on or participate in campus organizations, committees, and meetings to represent and advocate for programs and services, as assigned.
- Create a positive and collegial working environment for all levels of Division staff and work cooperatively with other campus personnel to integrate and coordinate programs and services across the curriculum within a Guided Pathways framework.
- Assist the VPAA in formulating and developing policies, procedures, and programs regarding instructional and student support services, activities, and needs.
- Direct the introduction of new technologies in division programs, in consultation with program faculty and staff and with attention to usability, accessibility, and student success.
- Prepares, reviews, and presents reports and information updates on projects related to the department programs, incorporating input and data from program faculty and staff and reporting back on outcomes and next steps.

Minimum Qualifications, Education, and Experience
Minimum Qualifications
- Possession of a master's degree from an accredited institution; and
- Three years of progressively responsible leadership experience in one or more of the following areas: libraries, learning resources, or distance education; and
- Experience with educational technology and learning management systems.
Desirable Qualifications
- Master's degree in Library Science or Library and Information Science from an ALA accredited institution, Information Technology, Educational Technology, or Instructional Design
- Experience working within a library setting at a community college.
- Experience in a management position related to one or more library, distance education, or learning resource programs.
- Instructional experience related to one or more library or learning resource programs.
